Enabling the role of GC on a DC doesn't require another GC be contactable. The PAS is built by replicating the objects and necessary attributes from other domain controllers in other domains. If this is a single domain forest, nothing needs to be replicated.
Note. You will need to cleanup the old machine if you've turned it off. See the section "Removing an ungracefully removed domain controller" here:

Also, if that machine was running DNS, ensure the clients are able to point to another DNS server and that that server (usually a DC in all but the largest or oldest of environments) holds a copy of the necessary zones.
