I think shudown cmd should do it just place the machine names on the batch file and run it from a server in schedule tasks.
As for different time zones that could be a problem, in AD replication and others time isn't an issue, but with this specific task I never tried...
Probably you need to run a different task for each server in a different time zone, I'm not sure, test it and let us know.

Thanks Jorge for your input once again.
I saw that option in the GPO and did not quite understand. What I am
thinking it means that I have to configure logoff hours for each user????
Right?
Or simply configuring the force logoff will do it ... but I want the force
log off to work at lets say at 12am???? bcos we have users working in
different time zones???
