Have already bought a server with just Windows Server 2003 R2 Standard. So
would you recommend just 1 FP server to start with? Later we could install a
DC with no other function on a cheap server.

The smaller branch office always poses such problems. With 40 users
you're going to want autonomy with the line down, but you probably can't
justify two servers - 1 DC and 1 FP. Therefore, another option is
virtualisation. Granted, this does have one or two security concerns, but
they're not really any different from having a physical box there.
Consider this:
One Windows Server 2003 R2 Enterprise Ed. license will give you a single
physical host, and unlimited VM licenses as long as you only run 4
concurrently. You could have a stand-alone host running Virtual Server
2005 R2 or VMWare Server 1.1 (both free) and have two or three VMs
running. One VM could be a DC/GC/DNS server and the other a F&P.
