The problem is there is no network connectivicty between sites so pulling
the mail from the net is the only option for now. They can log on to
webmail access also and can change their passwords from there but i am
looking for something automatic that prompts them because if their
passwords expire they wont be able to get onto webmail access. My
solution for now is to get them to set reminders and change their
passwords regularly before they expire.
You could write a script to email them
reminders too perhaps (e.g., a few weeks
early.)
If you have the ability to use pop or webmail
you have SOME type of network connectivity
so perhaps setting up client VPN connections
would be a useful strategy.

They are domain users, accessing a domain resource,
they SHOULD be logging onto the domain.
You are fighting the way the domain is designed to work.
If you don't want this then setup a different Pop3 server
that fetches their email but which is NOT a "domain"
resource and where you can separately control whether
those passwords expire.
Why not just have them log onto the domain (as they
should). If there is network connectivity then there is
the possibility of a proper logon.
