Single domain \ single forest will be good if there is no other factors affecting your design like political \ legal factors.
I think that best option will be to consolidate domains to OUs as You said and migrate Exchange mailboxes from old domains to new servers in destination domain, then decommission old Exchange, DCs and domains.
