but was my understanding that in case of manual BH, If there was no DC for a
specific NC in the list, replication will not occur out of site for that NC,
that's one of the reasons why if GCs in the branches, make all Bridgehead
Servers GCs

If you define a Bridgehead Server list it means that you are telling
the ISTG..."use only these DCs".
You should at least have two for redundacy. If all the DCs in the
manual list become available the ISTG will not choose another DC for BH
services as it would if nothing manual was defined.

I do not remember the event ID, but it is true the ISTG will choose a
non-BH, although manual list has been configured. This has got to do
with that a DC/GC needs to replicate a NC that is not being replicated
by the current BHs on the manual list. So it picks another DC that is
not in the manual BH list that does replicate the NC needed Depending
on the situation, you need to make sure that EACH NC in the forest is
replicated through the BH (in a multi-domain forest)...

what is the event ID? (I know it reports one)
