The Power Users group isn't a domain user group; it's on the local machines.
You'd need to change what you're looking in to be the local PC, not the
domain.

I ran into this same thing one day.
It turned out to be simple: When I went to select users or groups, at
the top under "Select this object type" only "Users or Built-in security
principals" is selected by default.
Click the Object Types button next to that, and check the Groups box.
Click OK, and now when you type Power Users it will resolve.
However
The Power Users group is a local machine group, not a domain group.
