You can apply a GPO at a higher level OU (eg. domain root), and then
modify the ACL on the GPO itself to allow only the security group you
wish to apply it to, the "Apply Group Policy" permission. Make sure to
remove the Authenticated Users group which is put there by default,
otherwise everyone will be able to apply the setting. :)
