you have domain policies for Windows Internet Connection firewall
and
out of domain policies for Windows Internet Connection firewall

Imagine I import the .adm file available to 'block' users from
automatically downloading IE7. Then I enable that on my group policies.
I understand while users are logged onto my corporate domain/connected
onto my network, the group policies will apply to their machines.
However, what happens if most of my users take their laptops home ? Some
