Most software installed on workstations requires some type of system or
registry updates. To do this you have to have local admin rights or push it
out via sms or group policy objects (GPO).

What exactly are you trying to accomplish? I would not recommend granting
users local admin access. If you were to publish applications via gpo's to
users then they could install via Add/Remove w/o needing admin rights.
