Denies "Everyone" delete permissions. Considering Deny permissions take
precedence over Allow permissions, this is the best method of testing
whether or not it's a problem with the Delete ACL entry. I was still
able to rename the file after setting these permissions. Can you perhaps
post a screenshot of the Advanced ACL window in question? Feel free to
e-mail me the picture if necessary.

I don't have a domain setup here, but by explicitly denying access to
the Everyone group, I can be sure that even as an Administrator, I would
still be denied delete permissions; That was my method of testing
whether or not the Delete perm was the actual problem. If you give users
all rights, but explicitly deny write permissions to them, they still
ought to be able to change the filename.
