are your sites and subnets setup correctly?
that way the MMC tools should select the correct DC (DC in the same site as
your client)

Thank you, that fixed it. Also can I set the default max # of displayed
items in filter options. The default is not enough and if I have already
navigated I have to start over when I adjust this setting.

default domain controller to my own. Currently it goes to any writable
dc
it
can find and it is usually not mine for some reason. Thanks.
