WINS record owners

Apparently all the documentation I have obtained doesn't seem to help
so once again I turn to my buddy's in the groups.

We are running a multi site multi forest 2003 server environment fully
upgraded at all levels. Of course we still have WINS running on the
network. The 2nd forest (newly acquired company/domain) their wins
servers seem to be in a funk and I am 80% responsible to resolve this
matter.

Open wins, expand the server [172.16.1.5], right click Active
Registrations, display records, Record Owners. Here is displays all the
owners. It is showing 2 owners with no name but it still has a
"Highest ID" number assigned to it. I have tried deleting this on
all servers, tried to replicate deletion, nothing seems to work even
after manually tombstoning the records and servers. I cant seem to
remove them from the database.

Any thoughts?
