yes it does. it is the forest root domain.
the forest root domain (role) CANNOT be transfered to another domain in the
forest...
provided requirements are met (e.g. forest = w2k3 and FFL=w2k3)
* every domain can be renamed
* every domain can be repositioned, except for the forest root domain
if the forest root domain dies, the forest is dead!

Does the first domain in a Win2k3 forest have special significance?
Can any of that be transfered to another domain?
