Tech-Archive recommends: Fix windows errors by optimizing your registry

Update

I would like to have only one Domain Controller for my department. All
the rest of the servers should be part of this main server. All the
server will be windows 2003

I have 2 Servers with Windows 2003 Server Enterprise Editions.
I would like to the First Server as DC for eg: genesis.mcity.com which
will have my users accounts and group policies.
The second server is my e-mail exchange server 2003. This server should
the user accounts from the first server.
For any reason the first server goes down the second server should act
as Domain Controller.
Please let me know as to how to do this
Thanks
