You can Publish applications to users (as distinct from Assigning to
computers). This allows users to install from Add/Remove Programs. There is
also a very complicated way of pre-approving activex controls.

Is there a way that I can allow users via AD GPO or other the right to
install certain applications or executables?
I imagin it being something like the security tab in IE where I can just
say
I always trust "X" web site but instead I want to say "if the application
to
be installe is in "X" share or "server" just let anyone install it.
