Yes, I reinstalled a new DC "DGFS01" then promoted it to "Operaton Master",
at the same time I demoted another DC to another server then delete it.

What setting do I need to change about time after PDC is changed?

Remember the root PDCe is the authoritative time server to the entire
forest, all other DCs sync through the Root PDCe.

I searched information in Microsoft web site, it seems need to patch,
but
nothing patch is applied, and in fact I installed SP1.
