Should I create 2 domains? (I rather not)
Nope. Use one domain and multiple sites.
Can I just take one domain over there and have it without replication
until the Ethernet is up and running?
Nope. If you don't replicate for loger than the tombstone period (60 days
unless the domain was built with k3 SP1 in which case it is 180 days) then
the DCs can no longer replicate without manual intervention and you don't
want to do this as it can cause problems that you might find difficult to
diagnose and resolve.
Consider using a small replication window each night, if bandwidh is a major
issue.
Is it Necessary for me to have a VPN for replication? (I will not start
with a vpn)
Depends on the setup. From the limited information provided, I would say
for you, yes, a VPN is necessary. The alternatives are private links/
lines.
