Any system out there will have some sort of administrative access. Market
forces typically dictate that as do security and legally issues. There will
be some area of a shared server that is often accessible to somebody
somewhere other than yourself.
On the other hand, using an encrypted USB keystick type storage device often
achieves the kind of protection you seem be looking for.

If I misunderstood your requirements, please do describe them in terms of
requirements vs. topology.
