If you can't ping both source and destination, name resolution appears not work correctly. Please check the DNS Settings as well, ensure the communication is "free" between source and destination. What kind of tool do you use to do the migration? In what kind of tool do you get the error as you described below?

Performing an migration from 2003 AD to SBS 2003.
2003 AD is single label domain ".wic".
2003 SBS will be a "regular" domain "wic2.local".
When intially testing the user account migration process, after entering the
domains "WIC" and "WIC2" for the source and target I encouter the errors
below:
"User account creation Wizard"
"The program cannot open the required dialog box because no locations can be
found. Close this message, and try again".
When I click on the "Close" button I get the error:
"Error"
"Failed to initialize object picker for the source domain."
Not sure where to go from here.
Pretty sure DNS is right, although I cannot ping the domain "wic" from
either server.
