How to Set Local Security Policy When Under Group Policy in Windows 2003

How can we set local security policy after we are already in a domain and
under group policy using Windows 2003 as the client? With Windows 2000,
the Local Security Policy application let you see the difference between
local and group settings, and continue to change local policy after you were
under group policy's influence. That's very helpful with certain key
settings. For example, after applying SP1 to W2K3, you must have NETWORK
SERVICE and LOCAL SERVICE users have the Impersonate user privilege,
otherwise lots of really nasty things start happening to your machine. Of
course we have that in group policy, but someday if someone temporarily
removes the computer from the domain and reboots, then you are in big
trouble. I'm simply trying to be preemptive and make sure the machine is
able to stand on its own.
Is there any way to set the local settings for a W2K3 computer?
