A couple of things, 1 Tomasz already touched on. In order for an ordinary
user to logon they need to be able to contact a Global Catalog, this is an
option that can be turned on, on a Domain Controller. If you have a single
domain in a forest most people make all DC's GC's.

I don't know if your clients and Exchange have access to name resolution to
another DNS server so you may also want to validate that all your machines
point to both to multiple DNS servers.

immediately obvious as Exchange logon's fail and eventually so to domain
user server and workstation logon's.

When we make changes to the active directory they seem to show up on both
domain controllers and the DNS also seems to be syncronizing between the
two.

Can anyone suggest what is wrong with the installation/setup of the second
domain controller?
