Windows 2000 Domain Controller does not take over



.....We are running a small business enviroment with a couple web servers,
Exchange 2000, a file server and two stand alone "active directory"/domain
controllers. All are Windows 2000 Server and fully patched.

Everything seems to be working, except that if the first "active directory"
domain controller fails (like it did last month with a failed power supply)
then the second one does not correctly take over. It is immediately obvious
as Exchange logon's fail and eventually so to domain user server and
workstation logon's.

When we make changes to the active directory they seem to show up on both
domain controllers and the DNS also seems to be syncronizing between the
two.

Can anyone suggest what is wrong with the installation/setup of the second
domain controller?
