The problem is that FROM any client (XP, 2000 Server, or Server 2003)
I receive errors when trying to open Eventvwr or Device Manager on
DC1. I usually use Active Directory Users and Computers and right
click on the DC and select Manage. When connected to the DC's
Computer Manager I can expand the Shares folder, but when I click on
Eventvwr I receive an error "Network Path Not Found" and when I try to
open Device Manager I receive "Access Denied." I've tried opening
Eventwr and Computer Manager on the client and clicking on Connect To
Another Computer with the same results.
I did a google search for both of these errors and found that in some
cases the problem is DNS related so I started troubleshooting DNS and
ran netdiag to find the errors I put in my original post. Since then
I've been trying to resolve the DNS issue feeling that this is the
cause of problems accessing the DC's Eventvwr and Device Manager from
a client.
I have also received errors in GP Manager that read "No authority
could be contacted for authentication" which also points to a DNS
problem.
I am able to attach to DC1 via Remote Desktop and from there I can
access all local resources (Eventvwr, Computer Manager, etc) so I have
a work-around, but I feel that if I don't resolve this issue that it
might escalate and effect client access to resources.
Do you have any other suggestions?

If I understand you correctly you can't FROM the DC connect to The client.

If yes check client Firewall.
For name resolution, check if you can resolve the name by pinging the FQDN
of the client and server.
