are those two domains administered by the same admins?

in domain2 create a DOMAIN LOCAL GROUP (assuming at least w2k native dfl
here!), using restricted groups (within a GPO) add that DOMAIN LOCAL GROUP
as a member of the local administrators group on servers and clients

add domain admins from domain1 to the DOMAIN LOCAL GROUP.

Link the GPO to a container (OU) so that it scope targets all servers and
clients
