Normal for DC 2003 to stuck in "Preparing for Network Connection" for more than 10 mins

Hi,

I'd like to know if it's normal for a 2003 DC to boot up from a restart to stuck in "Preparing for Network Connection" for about 10 minutes? I don't see any un-usual error logs but I thought this might be too long? The server itself is also a GC if that makes a difference.

Thanks for your help.
