Delegation of "replicate now"

All,
(sorry for all of the crossposting)
I followed instructions from various links to try to get the "replicate now"
to work for a non-admin user, one of which is below:

This contains all the stuff that I have done so far, however when I try to
"replicate now" as a user who supposedly has this delegated privilege, I get
the following error:
"The following error occurred during the attempt to synchronize naming
context DomainDnzZones.domain.in from domain controller [name] to domain
controller [name]:
replication access was denied
The operation will not continue"
It seems that there are domaindns and forestdns partitions that are involved
from what I have read, however I can't find where to configure those, and I
am still not even sure that is the problem.
This is on Windows Server 2003 SP1 with all current patches. Any ideas?
