Sure it will. But the efficiency and effectiveness will depend on the speed
of the link and whether you are creating an additional DC in an existing
domain across the link, or you are creating a whole brand new child domain
or another tree across the link. The latter two have less problems across a
link compared to creating an additional DC across the link because the whole
AD database will need to replicate across the link to the new replica DC.
The more users, the larger the database. If Exchange is installed, even
larger.

So it depends on the speed and what exactly you are trying to accomplish.
Since you didn't describe exactly what you are doing, I believe I gave you
enough information to surmize an expectation.
