Yes and yes. You can run a domain for a short while without any FSMO roles,
although you will start to have problems the longer you leave it (unable to
create user accounts, gpo errors, unable to create child domains, etc).
I had a failed DC with the FSMO roles run for a few days before I was able
to get to site to recover it.

Hi,
I have an SBS 2003 box. My goal is to create a situation in which if
this
server fails, another one takes its place. In order to do that, I have
added
an additional dc to the domain, and made it a GC and a DNS. My question
is,
what steps would I have to take in case the primary box fails, in the
aspect
of FSMO roles?
And what about the SBS licenses?
