I just want to add that I've seen this in the past when Exchange did not have
at least SP1 installed. When this would happen, we would try restarting the
System Attendent Exch services, which would then populated the email address
for the newly created user. Restarting the service also takes down the info
store while restarting the service, just an FYI. But, yes, something is
definitely not working correctly. Once the SP was installed, the problem was
resolved. At least from my experience, that was the only time I ever ran
into that problem before.

You have to troubleshoot and figure out what is wrong.

First off, make sure that the DC the RUS is pointed at is replicating
properly. Next look at the server hosting the RUS and check the event
logs for errors. For specific errors in the RUS, check in with an
Exchange group. If your replication is broken, post the error messages
for that here.
