That is incorrect. See the DCs Virtualization Whitepaper, DCs can be hosted on MSFT Virtual Server 2005 R2.
do you mean this Wihtepaper ?

If so, i dont read there, that is explicit allowed (supportet)
to host a virtual DC (guest) on a physical DC (host).
I read there:
1. Domain controller running in a virtual machine on
a guest operating system with application services
running on the host operating system.
2. Domain controller running on the host operating system
with application services running in a virtual machine on a
guest operating system.
3. Domain controllers and applications running in virtual
machines on separate guest operating systems with host
operating system for administration only
But no one says, that is explicitly supportet.
