The Domain Admins security group is the one that by default is added to
local Workstations Administrators Group. Of course that you don't want to
add all users to the Domain Admins, so you have Restriction Group Policy to
solve that or you can add the users manually in all Workstations. Check:

Client has Windows Server 2003 as a Domain Controller, using Active
Directory.
Users and groups have been added to map the Users Rights for a directory
using specific groups. All this is working as expected. Users are getting
