policy to just be for a particular user in an OU filled with other users.
Shouldn't it be as simple as saying the GPO only applies to "x" user

generally you rather want to do this by security group than per user. To
only a user you must remove the apply GPO permission to authenticated users
and give to that particular user read and Apply group policy permissions.

The one thing i liked about distributing applications with SMS is that

you distribute it, SMS could tell if it had already been installed.
