ADAMSYNC isn't a core part of the OS nor even a terribly deep application, it is a simple app and the XML file is how you configure it. If you want something with more horsepower and capability such as a full blown API, you need to start looking at IIFP or MIIS or some other full metadirectory product or write your own sync tool.
