the NT4Emulator key is to prevent 2000/XP/2003 clients/servers hogging the
PDC (the upgraded NT4 PDC to AD PDC) if you have a lot of NT4 DCs and just 1
AD DC which is the case when you upgrade the NT4 PDC.

Basically it prevents kerberos authentication, so that the 2000/XP/2003
clients/servers will still use the NT4 BDCs. Remember that GPOs will also
not work.
Kerberos authentication and GPOs will only work without the key or when
using the NeutralizeNT4Emulator

For an in-place upgrade of NT4 to AD 2003, I need to apply NT4Emulator
switch before running the W2K3 disc upgrade on a PDC. But what about this
NeutralizeNT4Emulator? Do I apply it to the PDC before the in-place
upgrade? I know when I set up a 2nd fresh install W2K3 DC, I need the
NeutralizeNT4Emulator or else, dcpromo will fail.

We have a few NT4 BDC's and I want to ensure they all talk to AD in the
mean time during the upgrade.
