USMT 2.6.1 not working properly with XPSP2



I used the USMT to transfer user setting from windows2000 profiles to
machines with XPSP2 no problem. The only change I made was to the
miguser.inf (I added a couple file extensions to be swept up in the
scanstate and placed them in %csidl_personal%\Migrated Files\Excel
Documents, %csidl_personal\Migrated Files\Word Documents, etc.).
Everything worked as expected - great.

However, some of those users who are now on XPSP2 just got new
machines. Using the exact same parameter settings from before for the
USMT, there is an additional directory created; under each
office-application subfolder of "migrated files", a directory is
created SPECIFICALLY NAMED %csidl_personal%, which is strange because I
thought this was an environment variable that is supposed to be
interpolated during the scan/load process. Also, the subfolder of this
%csidl_personal% folder is again migrated files\<parent folder of the
%csidl_personal% folder>.

What is supposed to happen is all .xls files should be placed in:
My Documents\Migrated Files\Excel Documents
(this worked fine when moving someone's profile from 2000 -> xp)

What really happens is while most of the files go into the above
directory, some also get placed in:
My Documents\Migrated Files\Excel Documents\%csidl_personal%\Migrated
Files\Excel Documents

I don't know why only SOME of the files go into one and some into the
other. If I don't use a customized miguser.inf, everything works fine.
Is it just the case that the USMT is a POS?? WTF, Microsoft
