Whoops, I understand the ou question you are actually referring to DNS.
The forestDnsZone and DomainDnsZone's are created when you create a new
forest in 2003 if you upgraded there is a good chance it doesn't exist.
This is a new partition that is shared specifically between 2003 dc's that
have dns on them. Windows 2000 dc's don't understand this partition and
can't read from it (Since they can't create it).
If this is an upgrade or 2000 AD I don't believe you have to worry, plus
there were no errors when you ran the netdiag and dcdiag diagnostics.

Just select both dcdiag and netdiag make sure verbose is set. (Leave the
default settings for dcdiag as set when selected)
When complete search for fail, error and warning messages.

Using OpenView, we receive a message that says
"Domain controller dc1.domain.local is not a global catalog host, but

It should be a global catalog server. We have two domain controllers
and
both have the Global Catalog checkboxes checked under ADSS. What could
be
causing this message?
