If yes, you can try to install your server from scratch and restore the systemstate and then doing an Exchange desasterrecovery.
20 email users via exchange and outlook.
Worst case: buy Ontrack powercontrols and backup your data from the offline exchangestores. For restoring exchange I would suggest that you try one of the exchange newsgroups.

PS: For the future it is not recommended to install Exchange on a DC.
