Yep it can assign to computers using something called Validation Logic.
This means you create a profile and then you can apply it to a certain
criteria like: IP range, host name, subnet range and many other things.
This software sounds like it will help you very much.

Re: setting the shortcut on the local machine. May sound dumb, but I'd
have to map the drive manually on the local machine before I could create the
shortcut so I'm not clear on that step. the machines have no mapping which
is why I'm trying to send it out via GP.

I'm so frustrated right now. any suggestions would be greatly appreciated.

You can add a logon script in the policy. An example is found:

Make sure you have the shortcut.vbs in the proper replicating folder.

Seconded, you can also add the shortcut on the local computer in the "all
users" documents and settings.
