You'd need to roll up a custom passflt.dll to create custom password
complexity definition, or else use third-party tools. I'd recommend testing
the living daylights out of anything you might deploy in this arena, whether
home-grown or third-party, since it's futzing with a pretty integral part of
the AD authentication process.

other criteria needed for "complex passwords"? So rather than requiring

case characters, and special characters, passwords could be lower case
characters plus one number (or more if the user prefers).
