No. Sites and services has nothing to do with the domain NCs nor PCs. The only machines you should see in sites and services are machines that create objects there such as domain controllers, the Exchange ADC, etc.
Machines other than DCs autodetect their site when they log into the domain themselves (and occasionally throughout the day they recheck to make sure their site is accurate in case the topology has changed).
You would need to write something that runs from the PCs themselves to figure out what site they are in and then have them move themselves to another OU. I don't think it is a good idea, it sounds like a patch for a bad app deployment/design.
