The weight and priority would apply across the board unless your DNS weren't talking to each other and you were manually setting all of the values.

For instance, you have DC1 in site 1 and DC2 in site 2, how do you set a priority that says for site 1 people to use DC1 instead of DC2? You don't, priorities apply to everyone, it isn't site specific. You do site based loading based on the records registered by default, i.e. no records for dc2 in site 1 and no records for dc1 in site 2. Then if dc1 fails, the client asks for any DC which would be dc2 in site2.
