Why not have one of te offsite servers configured in as A DC?
There is an article somewhere on MS site that allows you to export the System State and import it on another Server.

Restoring to alternate hardware is a horrible exercise, though it's better in 2K3 than it was in 2000. If you're not going to have similar/identical hardware to restore to, deploying one or more DCs using Virtual Server is a useful option.
