How would this effect roaming profile & users folders, are these
dynamically renamed when this action is performed ?

I'm assuming you're using Active Directory? In that case, simply open up
Users and Computers, go to Users, right-click on that user's account, and
select Properties. From here, you can change both the last name and the
login name, and by clicking on the Exchange tab you should be able to change
their mailbox name as well. Doing it this way ensures that the user will
keep all their privileges, group memberships, drive mappings, desktop
settings, and old mail.
I would additionally suggest setting up another mailbox with the user's old
name, and forwarding. Just for a little while as people get used to her new
email address. Also, don't forget to change her account settings within
Outlook (such as name and reply-to address).
If you're not using active directory, similar changes will have to be made
in Computer Users (Administrative Tools), however you'll have to do Exchange
separately.
And, if you're not running Exchnage or handling mail in-house, then likely
your ISP has a web utility which will allow you to modify mailbox settings.
You'll have to contact them for more details.

change the login and therefore email address of that person.
What needs to be done to ensure there are no problems with changing this,
