Just to clarify..
In other words my new policy will ONLY be in effect if the current user
password is up for renewal..Correct ??

Example: Password expires in 90 days. 2 users, one changed their password on
their own 30 days ago and the other's password is 100 days old. The first
user is unaffected for another 60 days, the second is affected the next time
thy log in. They will have to abide by the new password policies when
changing their password.

If it is then the new policy will then take effect.. ??

Correct

If not i imagine they will continue working the old
password policy until their password is up for renewal..correct??.

Correct. They won't notice anything until they get the prompt to change
their password then they will have to abide by the new password policies.

Would the new policy take effect immediately prompting user to change
their password.

If you were to set a 90 limit on the passwords, accounts that have
passwords over 90 days would be required to change and abide by the new
policies. Passwords under 90 days would not be affected until they reach
90 days.
