Excluding Members Best Practice

I have an ADAM instance with a group of managers called GroupA. I need
to create a group for an application that contains almost every member
of GroupA with a few exceptions. Is it better to create GroupB that
has GroupA as a member and an attribute that contains the members to
exclude or to create GroupB that contains the members to exclude?
