Change Intersite replication to speed as Intrasite

We have created several site because we wanted the users to use their local
resources first but the link speed are good as a LAN. Now the time to make a
change takes 15 minutes, which is the minimum value you could set on a
sitelink (what I know). But I have heard from several people it's just to
change "the least significant bit on the options attribute of Inter-site
link" to 1 and then recreate the sitelink connector.
This is not enough information for me. I can't find the options attribute of
Inter-site link. Is it the attribute USNIntersite on CN=Inter-Site-Transport
which should be put to 1 or what ? I'm using ADSIEdit when I'm looking for
the attribute.
The site-link connector I'm using for the moment is DEFAULTIPSITELINK.
