here is the update. i actually was able to wipe out the entire WINS
database. it had way to many errors. i enabled a push pull for ever
wins server and all is in sync. i still however can not browse from NC
to Philly using network neighborhood.

Philly can browse NC and DC
DC can broswe Philly and NC
NC can browse DC but can not browse Philly

if i type the UNC path in however i can get to the servers, shares,
etc. in philly

example: \\philly\cluster\share\HR

DCDIAG and NCDIAG results all pass, nbtstat -R and -RR has all the
servers registered in wins, dns zones are all updating and seem to be
working 100%. i even added a policy in place which adds the other
domain dns suffix to the nics to make browsing easier (only good for xp
and 2003) but still no luck. anyone have any thoughts on this?
