Doesn't do much for you in a simple environment, but such an OU design will
allow different policies per-dept, and allows for per-dept delegation if you
want to enable any kind of it.
Note. Something's, like the groups added by exchange, cannot be moved from
CN=Users (they can, but things will break because the programmers are lazy).
