I have tried to rerun adprep just in case but I get a message saying
it has already been completed. What am I missing here that is making
the DC join fail?

What wickydog is saying, is that you must run adprep /forestprep and adprep
/domainprep from the 2003 CD prior to running dcpromo on the 2003 machine.
